The internal names for the Turaga and Matoran are CPlayer and VPlayer, short for "chief" and "villager" respectively. The first six palettes are for when they're the active (foreground) player, and the second six are for when they're in the background.

All of these sprites are missing from the source code and were ripped from the ROM.
